Arrow update to 53.1.0 caused clippy issues with missing and deprecated methods and test failures #12780
Description
Describe the bug
A couple of methods in arrow-string were deprecated causing issues with clippy (see https://github.com/apache/datafusion/actions/runs/11205740673/job/31145689684?pr=12775 for an example). In addition a couple of method in parquet were moved causing API breakage (decode_footer, decode_metadata).
In addition a number of tests in datafusion/core/src/datasource/file_format/csv.rs are failing

cargo update;
./dev/rust_lint.sh
cargo test
Expected behavior
Build succeeds without errors.
