Update Angular Dart CLI...

Instead of copy/paste the "quickstart-master" folder, it would be nice if we have an Angular-CLI to do something like:

ngDart new project-name

Turn out we had one, but it's super outdated...

But it would be nice to have an independent working angular-dart cli command just like the angular-ts one.

@kevmoo any chance to move it in the angular repo ? or at least review PR on it ?
I tried to update the package but nobody is reviewing it. google/angular_cli#9
