Prototype NgCache

Until we get core support we can create the initial prototype that allows us to maintain serializable cache
see angular/angular#4389 mostly needed for transferring requests and state from server to client. After we get the prototype working well we can move it into a module

we have UNIVERSAL_CACHE for now in 1.0.4 with angular rc5/rc6/rc7 support
