The installation doesn't work

I have seen some open and closed isuues about that but I don't see any active conversation and I'm facing that error for a week+-.

What are your recommendations?

and can not update new version of angular-cli on Win10! I clean npm cache but the problem exist.

I have the same issue in the node docker image (node:latest).
I was using beta 17, I'll try new version tomorrow
