Implement determine_rate to work around 32-bit long (LONG_MAX) limitations for 32-bit machines when using round_rate. This fixes a bug seen on microblaze where clk_set_rate() fails with rate = 3GHz. Signed-off-by: Michael Hennerich <[email protected]>
