Add cleanup endpoints

Implement DEL /api/types/ that deletes all orphaned types.

Implement DEL /api/dictionaries/ to delete orphaned dictionaries

Implement DEL /api/test_data/ to delete orphaned test_data files

Implement DEL /api/migrations/ to delete orphaned migrations.

Update DEL /api/configuration/{file_name} to deletes the configuration and all orphaned dictionaries, types, test data, and migrations.
