moved the protractor.Build() call out of the if/else of sauceLabs or PhantomJS to use it for both

now its possible to run tests with phantomjs. Just add a object with like
{ 'browserName': 'phantomjs', 'phantomjs.binary.path': require('phantomjs').path, 'phantomjs.ghostdriver.cli.args': ['--loglevel=DEBUG'] }to thebrowsersarray and run your tests
