[Bug]: Zip Download constantly failing

Since version 0.5.0, most jobs are failing and needing a retry to work.

@lfventura thanks for raising this issue. It might be an issue with the token used to download the CodeQL CLI in the Action. Is this for private repositories?

It is for private repositories in Github Enterprise Cloud organization.
it was not happening with the previous version.

Any new params are needed?

v0.5.1 should fix this issue. It falls back to gh to install CodeQL if it fails to download
