chore: update gh-pages binary with npm and retarget 1st gen

Description

Documentation publishing workflow failing in CI with publishing error:

Usage Error: Couldn't find a script named "gh-pages"

Root Cause

After monorepo restructuring, incorrect invocation of gh-pages package binary.

Solution

- yarn gh-pages -d 1st-gen/projects/documentation/dist ...
+ cd 1st-gen && npx gh-pages -d projects/documentation/dist ...

Why npx?

gh-pages is a dev dependency, not a yarn script. yarn gh-pages looks for a script in package.json, while npx gh-pages executes the binary from node_modules/.bin/.
