Update Qualia FactoryTest Image to not skip tests

See #2635 for more details. There are some things that need to be put in place first. Once the following items are done, it can be added.

• Add Qualia S3 RGB666 ci-arduino#164
• Add Additional Adafruit boards including the new Qualia ESP32-S3 and Camera ESP32-S3 espressif/arduino-esp32#8696
• Updated Release Please moononournation/Arduino_GFX#356
