[sleep-wake] Slow scrolling after wake up on WINDOWS

As requested in #1155 I am opening an issue for WINDOWS specifically.

Experienced behavior:

• After Windows 11 resumes from sleep, scrolling with the keycluster module is awfully slow.
• This happens to me both when connected directly to the computer and when connected via an USB-hub.
• Plugging the keyboard out and in again resets the scroll speed.

Expected behavior:

• scroll speed should be unaffected by the OS going to sleep and awakening.

My configuration:

• UHK60, Agent 8.0.0, Firmware 15.0.1 on all components (UHK60, Key Cluster, Trackball)

I will report back when I have updated to 8.0.1 and the respective firmware is installed.

Unfortunately, the issue still persists. However I cannot confirm that it is tied to sleep / awakening.
I noticed it simply after a while. Disconnect/reconnect the keyboard fixes it temporarily.
