This commit adds detailed, Russian-language README.md files for the following algorithm directories:
- backtracking
- bit_manipulation
- blockchain
- boolean_algebra
- cellular_automata
- ciphers
- compression

Each README provides a brief overview of the category and a description of each algorithm implemented within that directory. This improves the project's documentation and makes it more accessible to Russian-speaking users.
This commit adds detailed `README.md` files in Russian to every algorithm directory in the project.

For each directory, the new `README.md` file provides:
- A general overview of the algorithmic category.
- A list of all the Python scripts in that directory.
- A concise, Russian-language description of the algorithm implemented in each script.

This change significantly improves the documentation of the project for Russian-speaking users.

Instead of overwriting the current README.md files, please create new README_ru.md files.
