TD-5930
Description
We have lots of subtasks for TD-5930 but we have also agreed that the danger of doing everything required and that was previously done is that its more likely to fail in regression testing and there are 100s of files to check. So this task includes previously seen changes except for search functionality which would be added after this story gets into production.
Notable tasks between the search implementation and this task are the updating of the pipeline to use git packages, and changes to Models and caching packages.
