Update for changes to upstream to build against the top of tree. This is needed to build swift-doc on Windows.

I added a conditional compilation block to keep this working in Swift 5.3 and 5.4. I also added version-specific manifests, the same as how we did for SwiftSyntaxHighlighter. These changes are now in version 0.3.0 |
