DDE handling gives error if tunable=false on parameters #3165

Hi there!

I am running into this issue:
Setting [tunable=false] on a parameter with DDEProblem gives the error below. When setting tunable to true all works fine.

Any advice? It seems quite like a bug? Thanks!!
