Duplicate email error notification #357
Description
Show users an error message when they try to create a second account with an email that's in use.
RCAMP requires a unique email per account. When a user switches institutions and requests a new account with the same email, the account request fails silently. curc-amie-responder picks this up, but the users/admins don't know.
