Effect strength from spells

Neither bless nor protection use school/circle of magic skill level to adjust effect strength, instead they grant a static bonus of 10 to weapon and defense skill respectively. There are probably many more spells where this is the case as well, especially anything passing through `splGeneric`

Seems like school/circle of magic skill level should affect all spells, no?
