QUA-1159: improve init() flow

init() command now:

• Creates .env file in .qualytics
• If the old config.json file exists, it will get its info and move it to the env file
• Created new function get_config() that will pull the info from env file. If it yet doesn't exists, it will use old logic to maintain backwards compatibility
• Updated README accordingly
