Add new squin operator mapping |0> to |1> and |1> to |1>

In order to represent (asymmetric) `cirq.GeneralizedAmplitudeDampingChannel`, we need to be able to create a noise channel in squin with an operator that maps $|0\rangle$ to $|1\rangle$ without ever resulting in a 0 amplitude, i.e. the state $|1\rangle$ should not be affected.

The inverse can already be achieved with `Reset`.
