Update dependencies in qiskit-ibm-provider #251
Description
What is the expected enhancement?
With the current back-level version of pylint we cannot start using Python 3.9 for local development / running CI checks (see pylint-dev/pylint#3882). Aim of this issue is to get rid of this limitation (by updating dependencies, addressing subsequent lint issues).
