Moves the
tomlgencommand to https://github.com/PyO3/setuptools-rust-tomlgenThis clears the way for us to update to the
tomliTOML parser as well as keeping the plugin API more focussed on the problem of building a Rust package. Thetomlgenfunctionality will still be accessible by installing that separate package.Closes #163
