Workflows which have been marked as deleted are still triggered

Description

Workflows which have been marked as deleted are still trigered when they are matched by a workflow request event.

Steps to reproduce

1. Create a workflow
2. Mark it as deleted - set Deleted field in mongo with a timestamp
3. Post WorkflowRequestMessage that matches on id or AETitle (need tests for both)
   ...

Expected behavior

Workflow is not triggered

Actual behavior

Workflow Instance is created and Task is dispatched
