output artifacts without a path value fails workflow

### Description
Currently output artifacts without a path value do not work as expected in both the Workflow Manager and the TaskManager

### Expected behavior
An empty value field is valid and it defaults to the tasks output directory.

### Actual behavior
The workflow fails as a null value is not accepted
