Integration tests for patient details

1. Seed minio with DICOM and full patient metadata, send WorkflowRequestEvent which triggers a Workflow and check the payload collection for details
2. Seed minio with DICOM and partial patient metadata, send WorkflowRequestEvent which does not triggers a Workflow and check the payload collection for details
3. Seed minio with DICOM and patient metadata missing, send WorkflowRequestEvent and check the payload collection - patient details should be null
4. Seed minio with DICOM only, send WorkflowRequestEvent and check the payload collection - all patient details are null
