feat: multiple IPsec improvements

Main changes:

• change add button from secondary to primary
• add button to restart the IPsec service with a modal
• improve the page description to describe when a restart is needed
• change status icon colors to better adapt on light/dark theme
• add a warning icon if some children are not connected
• add tunnel details with children status and raw IPsec output

Minor things that should be fixed:

• align warning icon
• better hover on magnifier icon
