Design: Simplify “NethVoice Proxy” step for second NethVoice instance

Update mockups to streamline the wizard when a Proxy is already configured. 
Update the flow (skip step or recap-only with info banner and link), update the progress indicator if needed, and deliver final copy. 
Include concise implementation notes for dev handoff. 
The new mockup flow will be tested with users.
