feat:add hot module reload option in the CLI not to restart the app on js/ts changes

We need to have an option in the CLI which will enable --bundle by default and will not restart the application when you change a js/ts file.

The new option is --hmr. Ensure it is available in the help of tns run [<platform>] commands.
