This is a draft PR while the tutorial is being worked on in my fork. As things are approved form the fork by both community reviewers and foundation members, they will be merged into this PR until finished.

Adds a new 2D onboarding tutorial for MonoGame documentation per the following bounty

Instead of adding a class that isn't going to flow in with the documentation, just added a simple validation step instead.
This reworks some of the chapters, such as Chapter 05 to include more about working with sprites include all parameters such as origin, rotation, scale, color, effects, and layer depth.  Chapter 06 was updated to only include the optimizations of using a texture atlas and now includes a texture region section.  The Sprite class section will be moved to the next chapter along side the AnimatedSprite class.
