Claim submissions

participants should be able to submit claims - which are an image, which should be saved similar to banners, along with x y z yaw coordinates for a warp, x z coordinates for a map marker, and an item ID for the map marker icon.

Ideally there's commands for submitting a claim with all of these, and then commands for editing each part of a claim (image, warp, marker) that don't need a modal.
