Update Docker Compose to use new archive dump URL

Replaced unsupported archive dumps URL with one holding hourly dumps from all networks maintained by o1Labs.

This doesn't take timezone in to consider. Also it'd better to fetch bootstrap db from 1 or 2 hour ago. What if we happen to be at 0:00 and no dumps are here yet?
