Update surface tension documentation

Update documentation to include all information needed to use surface tension. More specifically:

• Add patch_icpp(i)%cf_val to the documentation
• Add relevant asterisks to the documentation
• Add checks preventing surface tension = T and patch_icpp(i)%cf_val = dflt_real for all patches.
