Swift 4.2 introduces a new structure for system library targets, and produces a build warning if you continue to use the previous (flat) layout for system library packages.

This PR modifies the structure for Swift 4.2. This will need tagging as a new major version for use in Swift 4.2 dependent projects.

Note: I tagged this branch with 2.0.0 (we can re-tag once it is merged to master), to demonstrate this working from a dependent project:
