This PR bumps scikit-learn to the most recent version.

Using Docker locally works for me.

Hi @calderjo, I wonder if there is any way I could move forward with this PR.
Since I can't see what the failures are, I don't know how to continue. Do you know if there any interest on doing this? or should I wait longer for a comment?

I pinged you just because I saw that you are in the organisation.

hey, one of tricky parts of this upgrade is that it messes up our integrations with Learn (kaggle feature). A handful of packages have these issues and are pinned.

You might be happy to know, we are working on resolving those issues in order to get py3.12 in our image. These fixes will help get this package (and others) upgraded as well. eta: eom
