Just add wheel upload to anaconda dppy/label/dev channel. Not sure if it will work with plain oneapi base toolkit, but we can target all possible issues later.

Is there a reason why not use actions/upload-artifact@v3 like it is done in the previous "Upload artifact" step?

No, v3 is absolutely fine!
