Remove Ubuntu 18.04 workflow
Update generic Release workflows to Ubuntu 22.04 and adjust compiler versions
Update Unsupported Experimental build and Test to Ubuntu 20.04 and adjust compiler version. This build is still on clang 11 due to incompatibilities with newer versions of clang.
