The existing version lacks gcloud artifacts which is blocking some tests.
This PR upgrades gcloud to 389.0.0.

I'm seeing failures in:

  File "/workspace/healthcare/api-client/v1beta1/fhir/fhir_resources_test.py", line 312, in test_conditional_delete_resource

Is that related to this PR?

The test failures should be unrelated to this PR. I'll double check after rerunning the test and investigating. If it's not relevant I'll merge it.
