feat: update Cloud Run sample to use non-EOL PHP #1961
Description
Our helloworld Dockerfile for Cloud Run currently uses PHP 8.0. As this version of PHP is now EOL, we need to upgrade this to the more current versions of PHP 8.2 or 8.3.
