  1. Integrate latest changes from google3 (Piper)
  2. Add a version constraint on protobuf (<4) in tox.ini as the latest version is not compatible with our CI tests.

Some of the main changes:

  • Allow UTF-8 surrogate characters when decoding (and encoding) TEXT properties in db and ndb
  • Add support for datastore_sqlite_stub
  • Updated *_pb2.py files
