`config.ini` file

When I'm pulling the remote version of CanDI repository, `CanDI/data/config.ini` is overwritten. Then I have to rerun `CanDI/install.py` and it will download everything from scratch although I have already downloaded datasets. It’s no efficient to download these large files again and we may have a scenario to solve this problem.
