Description
This is a migration PR for the second E2E test user. We need at minimum two users to create tests where one users actions affect another user.
(Duplicate PR to see if creating a new one from scratch will fix the issue with the 0404 migration)
Security Considerations
Be mindful of giving platform admin permissions to e2e test users.
