Update the versions of packages used by fastsurfer.
This updates torch from 2.4.0 to 2.6.0. This in turn changes the supported cuda versions (cuda 12.6 instead of cuda 12.1) as well as rocm (6.2.4 instead of 6.1).
Missing from this update is the update to the mac requirements.mac.txt for M1 chips which did require different versions in the past as well.
