dnastack-client-library 3.1.17

The source code is now open-source. 🎉
Switched the license from MIT to Apache 2.
Support Python 3.8-3.12.
Added the high-level client for Publisher (dnastack.alpha.app.publisher.Publisher) with basic documentation and automatic tests.
Added the tests for Explorer client (dnastack.alpha.app.explorer.Explorer) with basic documentation.
