Describe the bug

Loading of relative paths on the xaml bind files are not loading properly, so the DropShadowPanel is not working, for example.

• Is this bug a regression in the toolkit? If so, what toolkit version did you last see it work: 7.1

Steps to Reproduce

Run sample app, go to DropShadowPanel sample. Will not be showing the images properly.

• Can this be reproduced in the Sample App?

Expected behavior

DropShadowPanel works with relative xaml paths.

I think the ImageBlendBrush and PipelineBrush samples show this better, the DropShadowPanel is working for me in UWP, but not those:

Maybe there's two different issues here?
