InitializingServer will respond to requests with an error #27
Description
I think this is all fallout from #22.
InitializingServer needs to intercept and handle certain requests. But it shouldn't interfere with any others. Currently, it responds with an error for all requests that it doesn't directly handle. This is definitely wrong but I'm not 100% sure what the right thing is yet.
