(split from #16384)

This makes CertificateCredential's certificate_path positional argument optional, and adds a certificate_bytes keyword argument so the credential can accept bytes instead of a path:

# the only option today
CertificateCredential(tenant_id, client_id, "/certs/cert.pem")

# after this PR that still works but one can also do this
CertificateCredential(tenant_id, client_id, certificate_bytes=cert_bytes)
