Cmdlets for Azure RM Backup/Restore

• Implements the following:
  • Get-AzureRmSqlDatabaseGeoBackup
  • Get-AzureRmSqlDeletedDatabaseBackup
  • Restore-AzureRmSqlDatabase
    • This cmdlet accepts as pipelined input the result of one of the first two cmdlets (or Get-AzureRmSqlDatabase if restoring a live DB to a point-in-time)
