`Get-AzKeyVaultKey "vaultName" "keyName" -IncludeVersions` throws "Parameter set cannot be resolved"

Description

When you run Get-AzKeyVaultKey and omit the parameter names (because they are positional so it should be OK to do that), an error "Parameter set cannot be resolved" is thrown.

Root cause: in Get-AzKeyVaultKey some parameters cannot be positional, otherwise some parameter sets are unable to distinguish, for example these two:
