Pull Request Overview
This PR corrects the AAD Graph endpoint URL for the US Government cloud environment. The change addresses an upcoming behavior change where public AAD Graph will no longer automatically redirect requests to sovereign cloud endpoints.
- Updates the US Government Graph endpoint from the generic public endpoint to the sovereign-specific endpoint

It used to work because public AAD Graph redirect requests to sovereign AAD Graph endpoints. But the behavior will change.
