Abstract storage account creation from customer

This is based on a customer request to simplify the experience and allow developers to focus on their business problem rather than platform constructs. The request is to hide creation of storage from developers.

A specific comment from the customer is regarding App Service Plan hosting where prompting for storage/managing storage is perceived as overhead.

A number of webjobs and functions features depend on azure storage (file system when running in consumption and not using run-from-package, timer management, key management, checkpoints for eventhubs/cosmos, blob processing leases, etc). At this time, we do not have good alternatives for several of these features. I do not expect any progress to happen on this issue in the near future (hence it being assigned to the unknown milestone).
