Cannot cancel Jetpack plans for disconnected sites #102789

Context and steps to reproduce

When a user tries to cancel a Jetpack plan for a site that doesn't exist anymore, they get:

User or Token does not have access to specified site

The problem is that Jetpack isn't connected for the site, but of course it can't be connected if the site is gone, and support has to cancel it manually.
